Abstract

This study aims to identify the strategies and roles of the Regional Government of Bekasi Regency in enhancing transparency, participation, and accountability, as well as evaluating the obstacles in the implementation of e-government within the smart city program, particularly through the BEBUNGE application, MPP Bekasi application, and SITEPAK website. This research employs a qualitative method with a case study approach. Data collection techniques were conducted through in-depth interviews with relevant parties. This study adopts the e-government theory by Indrajit, the concept of public service popularized by Rachman based on the theories of Parasuraman, Zeithaml, and Berry, as well as the smart city concept by Fatsilis & Kokkinaki. The results of the study indicate that the Bekasi Regency Government has developed a Smart city Masterplan as a form of digital planning strategy and succeeded in achieving the “Excellent” category in the SPBE index in 2024. However, the implementation of e-government across the three digital platforms still faces several challenges. In terms of transparency, information regarding service performance and user satisfaction remains limited, as evidenced by the low rating of the MPP Bekasi application and the absence of review features on the SITEPAK website. In terms of participation, public engagement remains low as many Bekasi residents are unaware of or have never used the BEBUNGE, MPP Bekasi, or SITEPAK platforms. Accountability is also not yet optimal, marked by the slow response to public complaints and the lack of regular maintenance on several platforms. Evaluations also show that the central government’s SPBE assessment has yet to accommodate aspects of user satisfaction directly, resulting in a gap between administrative achievements and the quality of services experienced by the public. The conclusion of this study is that although the administrative strategy of the Bekasi Regency Government in building a smart city has been well established, the implementation of e-government through the BEBUNGE, MPP Bekasi, and SITEPAK platforms still faces various obstacles in terms of transparency, participation, and accountability that must be addressed to achieve effective and inclusive digital public services.
