Abstract

This study aims to analyze Joe Biden's considerations in making a policy to rejoin the Paris Agreement, using poliheuristic theory that combines cognitive and rational approaches. This study uses a qualitative method, with an explanatory research type. The data collection technique used is a literature study with secondary data sources derived from books, journal articles, official reports, and online websites. The researcher used four stages of analysis: data collection, data reduction, data presentation, and data extraction/verification. The results of the study show that Joe Biden's decision to rejoin the Paris Agreement is the end result of a comprehensive poliheuristic decision-making process, including cognitive and rational stages. In the cognitive stage, the non-compensatory principle eliminates the "Remain Out of the Paris Agreement" option because it presents intolerable political costs. The next process is the rational stage that focuses on formulating a careful policy design for the "Rejoin the Paris Agreement" strategy. The rationale phase includes analysis of political, environmental, and economic dimensions that finds that the Biden administration is setting more ambitious commitments through NDCs, implementing an approach that integrates federal commitments, and pursuing investment as a strategy to maximize benefits while minimizing domestic political risks and transition costs.
