Abstract
This study examines the problem of non-neutrality in the recruitment process of election organizers with a case study on the selection of Bawaslu Zone V members of South Nias Regency in 2023. This phenomenon indicates allegations of nepotism and patrimonialism practices that affect the objectivity of the selection process. Using a qualitative approach with a case study method, data was collected through in-depth interviews, observations, and documentation studies. The findings indicate that the non-transparency in the announcement of CAT scores, the tendency for decisions based on personal closeness, and violations of selection ethics are strong evidence of the non-neutrality of the selection team. Max Weber's theoretical analysis of patrimonialism is an analytical tool in understanding the relationship of power and personal loyalty in the public bureaucratic process. The implications of these findings include the weakening of Bawaslu's credibility as an independent supervisory institution and the erosion of public trust in election integrity. Therefore, this study recommends a comprehensive reform of the Bawaslu member recruitment mechanism to uphold the principles of meritocracy, transparency, and accountability in order to strengthen the quality of local democracy in Indonesia.
