Abstract
This research aims to analyse the extent of potential hybrid threats with a case study of the conflict in Papua using Fridman's theory of hybrid warfare operations. The method used is qualitative expalanation. Data collection techniques were carried out with primary (interviews) and secondary sources (books, journals, documents, and laws and regulations). Researchers used several stages of analysis, namely collecting data, reading the entire data, coding data (organising material into text segmentation and getting the meaning of information), using codes for the arrangement of analysed data, developing analysis, and interpretation or meaning. The results showed that the conflict in Papua has entered the category of hybrid warfare threat as evidenced by the complexity of the problems that occur. The international push towards the internationalisation of Papua, starting with the disruption of diplomacy from Vanuatu and Fiji in the UN session, and the loss of commitment to protect the border area from Papua New Guinea. In addition, the propaganda of non-state actors, such as Benny Wenda, who actively develops propaganda on social media with three methods, visualisation and symbols (uploads of demonstrations and Morning Star flags), condemnation of human rights violations and violence, and international cooperation. Meanwhile, Veronica Koman is active in propaganda with several dominant segmentations, such as violence of the authorities, Papuan independence, and critical in international media, especially Australia. Furthermore, the potential for the state to lose trust due to the protracted and exhausting conflict in Papua. Then, armed attacks by separatist groups (open, guerrilla, and hostage-taking) and exacerbated by the news of the poor handling of the conflict by the authorities (TNI). Finally, disinformation attacks on social media related to Papua are divided into several patterns, including the dissemination of information during incidental conflicts, information about racism and discrimination, and violence committed by military forces in Papua.
