Abstract
This research explores the collaboration between the Japanese government and the anime industry through the Cool Japan Initiative, specifically in the context of cultural diplomacy with Indonesia during the 2021–2024 period. The study focuses on how this collaboration has strategically positioned anime not only as a creative product but as a diplomatic tool to enhance Japan's cultural image abroad. Using a qualitative descriptive method supported by literature review and document analysis, this research identifies the key strategies undertaken by government institutions and industry actors, evaluates the socio-cultural impacts on Indonesian society, and investigates the structural imbalances and challenges within the partnership. The findings suggest that while Cool Japan has successfully elevated the visibility of Japanese culture in Indonesia, there remains a need for more inclusive and reciprocal cultural exchange mechanisms. This study contributes to a deeper understanding of how popular culture can be mobilized in international relations, offering both practical insights for policymakers and academic enrichment for scholars in cultural diplomacy and creative industry studies.
