Abstract

This study examines Greece's policy toward asylum seekers from the MENA region during the COVID-19 pandemic (2020–2023), which, despite being considered a violation of international law, has not been sanctioned by the European Union. Using a qualitative approach with a theoretical framework of health security and forced migration, this study identifies three main factors: political, institutional, and structural, which explain why Greece was able to avoid sanctions. Findings indicate that the securitization of migration within the context of public health serves as a justification for restrictive policies, further supported by implicit EU backing due to Greece's strategic role as an external border guardian. The study highlights the challenges in balancing security interests with human rights protection during a global crisis.
