Abstract

The significant increase in the number of first-time voters in the 2024 Jakarta Regional Head Election (Pilkada) is both a challenge and an opportunity for the implementation of local democracy. The Jakarta Special Region General Election Commission (KPU DKJ) as an election organizing agency has a strategic responsibility in formulating and implementing an effective political communication strategy. This strategy aims to disseminate information related to the 2024 Jakarta Pilkada to all voters in the Special Region of Jakarta, with a special focus on first-time voters to increase their active participation. Novice voters as first-time voters have different characteristics and preferences in obtaining political information compared to other voter segments. This research aims to find out the political communication strategy of the DKJ KPU in encouraging the participation of novice voters in the 2024 Jakarta Pilkada. Therefore, this study aims to determine the political communication strategy used by the DKJ KPU in encouraging the level of participation of novice voters in the 2024 Jakarta Pilkada. This research uses a qualitative approach with an observational case study type of analysis. Data collection techniques are carried out through triangulation of methods which include observation, interviews, and literature studies. The results showed that the DKJ KPU implemented two communication approaches: direct (offline) and indirect (online). Direct communication strategies include the “Nonton Bareng” program, interactive socialization with gamification, the use of mascots and jingles for the 2024 Jakarta Pilkada, and collaboration with mass media. The online communication strategy is carried out through optimizing the DKJ KPU digital media platform with content tailored to the preferences of novice voters, using casual language, attractive visuals, and formats that are easily shared on social media.
