Abstract
Papua is a province that faces various challenges such as underdevelopment, regional isolation, health issues, and conflict vulnerability. To address these issues, the Ministry of Public Works and Public Housing (PUPR) is implementing various development projects and running the #SelasaPapua campaign on Instagram @kementerianpu to inform about the achievements in infrastructure development in Papua. This research aims to analyze the campaign through a descriptive qualitative approach, using Van Dijk's discourse analysis theory and Aristotle's rhetoric as the foundation for the analysis. The research results show that the #SelasaPapua campaign forms a dominant narrative that highlights institutional success through national symbols, infrastructure visuals, and technical data. The participation of the Papuan community is represented symbolically, while the public space for local voices remains limited. Rhetoric is used to build credibility and emotion, but it does not open a space for equal dialogue. Thus, this campaign emphasizes the symbolic power of the state in the digital space more than it conveys the substantial experiences of the community. These findings indicate the need for a shift in communication strategies towards a more inclusive, participatory approach that opens up space for the representation of Papuan communities in development discourse.
