Abstract

This research aims to analyze Dubai's city diplomacy as an effort to increase the number of foreign tourists after the Covid-19 pandemic for the 2020-2023 period. The Dubai government uses a city branding strategy as an effort in its city diplomacy. The Covid-19 pandemic has significantly impacted the tourism sector in the city of Dubai, where tourism contributed around 11-12% to the Gross Domestic Product (GDP) before the Covid-19 pandemic, and continues to increase as the global economy recovers. This research uses a qualitative approach by collecting data through interviews, and document review to support the research process. This research adopts the theory of City Diplomacy and the concept of City Branding developed by Simon Anholt and focuses on six aspects, namely Presence, Place, Potential, Pulse, People, Prerequisite. Which helps the author to analyze the city branding strategy implemented by the Dubai government to the tourism sector. The results showed that through the city branding strategy in Dubai's city diplomacy, the Dubai government managed to restore its tourism sector which experienced a decline due to the Covid-19 pandemic. Through an effective city branding strategy, Dubai has succeeded in building a positive image as a safe and comfortable tourist destination in the midst of a pandemic. The results of this study can provide insights and recommendations for other cities facing similar challenges in developing their tourism sector in the aftermath of the Covid-19 pandemic.
