Abstract

This study was conducted with the aim of knowing and examining the comparative roles present between the legislative institutions of the Dewan Perwakilan Daerah or DPD in Indonesia and the Senate in the United States, which have similarities as territorial representative institutions in their respective countries. The type of research used is a qualitative comparison with data collected from an in-depth interview process and also a comprehensive literature study resulting in both institutions having similarities and also significant differences in terms of their territorial representative institutions. By using the Bicameral theory and the concept of checks and balances and political systems, this study shows that both legislative institutions have similarities as regional or regional representatives in their respective countries. The DPD is present as a regional representative, while the Senate is present as a representative of its state. However, this study also produced findings in the form of substantial differences, especially in terms of carrying out its legislative function which is caused by compromise and agreement of the political elite. The striking difference can be seen from the limitations of the authority held by the DPD in carrying out its legislative function, while the Senate does not have such limitations, for example in submitting a Draft Law. Therefore, the DPD is classified as weak bicameralism while the Senate is classified as strong bicameralism referring to Arend Lijphart's Bicameral theory. Based on this study, the author recommends strengthening the authority of the DPD, especially in terms of its legislative function. This strengthening will play an important role in optimizing the role of the DPD as a regional representative institution that effectively fights for regional interests at the national level.
