Abstract
The implementation of the Indonesian Smart Program (PIP) at the elementary school level in Jakarta Barat faces several issues, indicating that its implementation has not been optimal. This study aims to analyze the implementation of the PIP policy at the elementary school level in Jakarta Barat through the lens of Grindle's policy implementation model and the Right to Education framework. The research employs a qualitative method with a descriptive design, using an inductive approach for data analysis. The author seeks to understand the research object by applying relevant theories and linking them with the collected data to formulate a hypothesis. Grindle's policy implementation model highlights two key variables influencing the success or failure of policy implementation: (1) Policy Content and (2) Implementation Context. This study found that the expected degree of change from the PIP policy has not been fully achieved due to challenges, particularly in the distribution process of disbursing aid funds. Therefore, an evaluation and improved understanding of the policy by implementers, especially schools, are necessary. Schools are expected to be more proactive in providing information to parents regarding disbursement procedures. The implementation of the Indonesian Smart Program (PIP) in relation to fulfilling the right to education demonstrates that these inefficiencies hinder the realization of equal education rights for all children, particularly for underprivileged students who do not receive financial education assistance.
