Abstract
The increasing prevalence of obesity has become a significant public health challenge in Indonesia. Front-of-Package Nutrition Labeling (FoPNL) is a strategy aimed at raising consumer awareness of nutritional information and helping them make healthier food choices. This study aims to evaluate the effectiveness of FoPNL on packaged food selection behavior and to formulate the appropriate type of FoPNL for controlling obesity in Indonesia. The research employs a mixed-methods approach, combining quantitative and qualitative methods. Quantitative data were collected through a survey of 282 respondents, while qualitative data were gathered through in-depth interviews with consumers, producers, and policymakers. The results showed that 52.5% of respondents demonstrated good behavior in selecting packaged foods. Factors such as gender, education level, nutritional knowledge, and attitudes toward FoPNL were significantly associated with food selection behavior (p < 0.05). The effectiveness of the "Healthier Choice" label was limited due to the public's lack of understanding of the label's meaning and the absence of comprehensive policies covering food products. Producers also faced challenges in reformulating products to meet FoPNL standards without compromising market competitiveness. Therefore, this study recommends expanding the scope of FoPNL policies, implementing more intensive education through various platforms, fostering cross-sector collaboration, integrating educational materials into formal school curricula, and providing training on food product reformulation to reduce obesity and improve public health in Indonesia.
