Abstract
The purpose of this research to describe the communication strategies of the Program Guru Penggerak in developing Calon Guru Penggerak. The focus of this study is to understand what the communication strategies and the obstacles faced in nurturing Calon Guru Penggerak. The research adopts a qualitative approach with a descriptive method, utilizing data collection techniques such as interviews, observations, and documentation.The results of research conducted based on Hafied Cangara's communication strategy model show: 1) Program Guru Penggerak conducts research and adjusts Education Modules and learning models in accordance with applicable regulations. 2) Preparation of messages, communicators, and media. 3) Implementation involves participant selection, a 6-month mentoring period, and concludes with a final test. 4) Program evaluation reveals challenges including a significant number of graduates not meeting responsibilities, suboptimal implementation of Special and Intensive Area classes, and some Practical Instructors lacking commitment. 5) Reporting stages encompass all aspects and developments of the Program Guru Penggerak, culminating in reports to the ministry. Challenges encountered include a shortage of Human Resources in the Working Team and Support Team, geographical barriers, and varying graduation rates across regions.
