Abstract
Terrorism has become a global security issue that continues to be a frightening specter for many countries around the world. The difficulty in tracking its recruitment, coupled with the massive and structured scale of its attacks, has necessitated a concerted effort by countries worldwide to deploy all means and strategies to combat radical jihadist organizations. Counterterrorism foreign policy is one such instrument. The most well-known counterterrorism foreign policy that has transformed the world's view of terrorism is the Global War on Terror, initiated by President George W. Bush as a responsive action to the 9/11 tragedy. Different heads of state have different implementations of their foreign policies. Examining the comparative analysis of counterterrorism foreign policy under two heads of state from different administrations will provide a deeper understanding of the factors that can influence the foreign policy formulation process and the policy instruments that will be used. Therefore, this research is written with the aim of providing knowledge about the comparison of counterterrorism foreign policy, especially in the United States, during the administrations of Presidents Barack Obama and Donald Trump, who are known to have significant differences in their respective counterterrorism foreign policies. This research uses a qualitative approach with primary data as the data source obtained from literature studies. The results of this study are expected to be a consideration for state and non-state actors in formulating their counterterrorism foreign policies in the fight against radical jihadist terrorist organizations.
