Abstract
This research aims to explain the influence of the relationship between factors on the implementation of the Safe Home Policy for Women and Children Victims of Violence during the COVID-19 Pandemic, determine the level of success of the policy and find the results of implementing the Safe Home program on cases of violence against women and children in the province DKI Jakarta. This research uses a qualitative method with a case study approach and data collection techniques from literature studies, in-depth interviews (Indepth-Interview). The data was analyzed using four stages of data analysis according to Miles & Huberman. By using Van Meter and Van Horn's Policy Implementation Theory, the findings of this research show that in implementing a policy, there are factors that influence policy implementation. The results found were that the implementation of Safe Houses in DKI Jakarta province, which in this case occurred during the COVID-19 pandemic, was not optimally implemented due to several factors such as resources, organizational characteristics and also communication between implementers, as Van Horn and Van Meter stated that The success of a policy depends on supporting variables. In terms of the commitment of the DKI Government, through the Social Service, UPT P2TP2A and selected orphanages, each has one vision to eradicate violence.
