Abstract

This study aims to analyze the role and power relations of DKI Jakarta provincial government and non-government actors in the implementation of the JakLingko system policy in 2021- 2023. The theory and concept used in this study is the context of implementation variable from Marilee S Grindle. The researcher uses this variable to analyze the success of the role of DKI Jakarta provincial government and non government actors. The researcher also uses the concept of stakeholder mapping based on power and interest from Rachel Thompson to map actor groups based on power and interest through actor role analysis. Finally, the concept of power relations from Michael Foucault which the researcher uses to analyze the effects of power relations on policy implementation. The results of the study show that government and non-government actors have carried out their roles in accordance with the legal basis for the JakLingko system policy, namely Governor Regulation Number 68 of 2021 and Governor Regulation Number 63 of 2020. Government and non-government actors tend to obey their roles because they are influenced by power and interest. The power relations between actors are automatically established because of the division of roles. This power relationship makes actors obey other actors which has an impact on the implementation of the actor's role in the implementation of the JakLingko system policy. This results in actors being affected by their roles and power relations, so that their role in the implementation of the JakLingko system policy is detrimental to these actors and the community as users of public transportation. This study uses a qualitative approach. This type of research is descriptive research, using primary data sources through interviews and secondary data through literature studies.
