Abstract

The Referred Back Program (PRB) is a BPJS Kesehatan initiative focusing on longterm care for chronic disease patients. Previous research has found that the implementation of PRB is yet optimal both administratively and technically. Duren Sawit District Health Center is among the Primary Health Care Facilities (FKTP) involved in PRB implementation in East Jakarta. This qualitative study utilizes a case study approach aimed at identifying the execution overview of PRB, supportive and inhibiting factors, and strategies for enhancing program’s effectiveness. Informant selection was conducted using purposive sampling. Data collection involved in-depth interviews, document analysis, and field observation. The results shows that PRB implementation in Duren Sawit District Health Center is yet optimal due to inhibiting factors such as insufficient medication availability resulting from lower drug claims compared to purchase prices, limited pharmacy infrastructure, absence of PRB medication management personnel, and unsynchronized participant record. However, supportive factors identified such an adequate resource availability in terms of both personnel and budget, well-executed procedures, and management support. Proposed strategies include advocating to authorities regarding the drug claim adjustments, conducting evaluations of pharmacy staff, utilizing technology in pharmacy, and ensuring regular documentation practices.
