Abstract

This study discusses about the dynamics in policies for handling COVID-19 pandemic between the Central Government and the Provincial Government of DKI Jakarta. The emergence of authority domination by the Central Government in handling COVID-19 has resulted in the Provincial Government of DKI Jakarta being unable to exercise their authority in their own region. The handling of COVID-19 has been delayed and experienced obstacle by policy issues that will be impacting public safety, if not handled properly this could have fatal consequences for national stability This study uses the literature review method with a descriptive qualitative approach, sourcing data from literature collected through reading, note-taking, and processing research material. The data analysis technique employed in this study is content analysis which consist of three stages of analysis according to Miles and Huberman namely, data reduction, data presentation, and conclusion. The results of this research found that the dynamics of the relationship between the Central Government and the Provincial Government of DKI Jakarta is due to the DKI Jakarta Provincial Government overlapping in policies for handling the COVID-19 pandemic which has become a security threat so that handling COVID-19 is absolutely within the authority of the Central Government. Apart from that, there are differences in perspectives from the formulation to policy implementation stages. The Central Government tends to make policies to support the economic sector, while the policies made by the DKI Jakarta Provincial Government are oriented towards public health. Poor bureaucracy, unsynchronized regulations, and lack of collaboration have led to the formation of ego sectoral attitudes in government institutions which have resulted in slow handling of COVID-19 so that public security is threatened.
