Abstract

This research was conducted before the enactment of Law No. 20 of 2023 concerning the State Civil Apparatus, so it still uses the study of Law No. 5 of 2014 concerning ASN management. This research examines how the recruitment of position auctions is carried out and analyzes the factors of gender inequality that can occur in the implementation of position auctions on the representation of women in the JPT of the Ministry of Cooperatives and SMEs RI. This research uses a qualitative approach using Marilyn Loden's Glass Ceiling theory and Sandra Harding's Post-structuralist Feminist theory. Primary data is obtained from interviews with sources, while secondary data is obtained from previous research, books or other related documents. The results obtained show that the implementation of the position auction at the Ministry of Cooperatives and SMEs of the Republic of Indonesia has been carried out in accordance with Law No. 5 of 2014 and Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia No. 15 of 2019 concerning Open and Competitive Filling of High Leadership Positions in the Government Environment (BPK RI, 2019). Factors that make the lack of representation of women in the JPT Kemenkop UKM RI include: the lack of interest of female ASNs in participating in the position auction held due to their lack of confidence. Then the quality of ASN is still considered insufficient in participating in the Position Auction. The last one is due to losing in a masculine competition dominated by male incumbents. Another finding is that Female ASNs are willing to engage in political patronage in order to penetrate the glass ceiling in achieving high positions in the Ministry.
