Abstract

Since 2020, there has been a drastic decline in the number of Polish tourists to Indonesia after the emergence of the COVID-19 pandemic. Based on this, the purpose of this research is to find out the efforts made by the Indonesian Embassy in Warsaw as a representative of the Indonesian state that has an interest in promoting Indonesia to the public in Poland through public diplomacy in the midst of the COVID-19 pandemic in order to help increase the number of Polish tourists to Indonesia which has decreased since 2020 and has shown an increase in 2022. This type of research is descriptive qualitative with two data sources, namely primary through interviews with the Head of the Socio-Cultural Function at the Indonesian Embassy in Warsaw and secondary through literature studies. The main concept that is used in this research is public diplomacy based on Nicholas J. Cull who divides its practice into five, namely listening, advocacy, cultural diplomacy, exchange diplomacy, and international broadcasting. The results of this study show that the Indonesian Embassy in Warsaw conducts various meetings to explore cooperation and participates in various congresses and forums as an effort of listening and advocacy, organizes cultural events as an effort of cultural diplomacy, helps disseminate information about Darmasiswa, BSBI, and KNB scholarships and cooperates with PPI and IISMA awardees as an effort to conduct exchange diplomacy, and the use of social media and official website and cooperates with Polish media or TV as an effort of international broadcasting. Of the five forms of public diplomacy, the one that has the most superior value is cultural diplomacy.
