Abstract
This thesis aims to examine specifically how this punishment is enforced and has an impact on women. Women in this case are perpetrators and victims of drug trafficking, but because of their structural role in society, women have special experiences that need special attention. This research uses Feminist Policy Analysis (McPhail, 2003), the concept of gender and the perspective of feminism. The method used is a qualitative approach with data collection techniques in the form of interviews with three research subjects, namely women recidivists of narcotics, representatives from LBHM, Komnas Perempuan, BNN and academics who are expert observers on gender and political policy. The results of this study found that the narcotics policies implemented were punitive in nature which had an impact on policies that were not gender responsive. As a result, groups that structurally have a weak position in society are increasingly at a disadvantage. Gender inequality in narcotics policy creates neglect in considering the context of women's involvement, be it environmental, economic or power relations factors. In the end, women experience multiple layers of violence from the time they were involved to the legal process they underwent as a result of the incessant policies related to the war on drugs. Women victims of drug convicts ultimately experience discrimination and violence just because they are women. Keywords: war on drugs, women, narcotics, feminism.
