Abstract
The number of global citizens using digital activism over the last decade keeps on growing massively, including Indonesian citizens. The #TolakOmnibusLaw movement was one of Indonesia's most prominent activism forms, both as a digital and direct action. The movement was established as a form of resistance from the citizens to the government since the government limited the citizen's role in lawmaking the Cipta Kerja Bill. The topic of #TolakOmnibusLaw gets interesting when pros and cons arise as a matter of this movement's success on social media. This thesis examines digital activism by making the organic intellectuals within the #TolakOmnibusLaw movement as the main focus using the social movement and hegemonic struggle theory and concept from Laclau and Mouffe. This study uses a mixed-methods research approach in order to provide a more complete and comprehensive understanding on the matter. The discourse and hegemony in #TolakOmnibusLaw movement have become crucial points to examine considering the discourse construction will affect hegemony and how the identity of social antagonism is formed. The struggle to articulate and narrate Omnibus Law then became a hegemonic struggle that creates a conflicting identity in this discourse. For subordinated communities, the Omnibus Law discourse is constructed by introducing the dangers that will occur if this law is passed which will then have a direct impact on the needs of many people. The #TolakOmnibusLaw narrative is amplified to emphasize the identity of the communities who are subordinated in the Omnibus Law policy. The #TolakOmnibusLaw discourse was born from public disappointment on the government for not carrying out the constitutional mandate, namely to protect the entire nation and state. Justice and benefits of the people are sacrificed in order to give a red carpet to investment so that organic intellectuals and society can dominate the discourse.
