Abstract

This study aims to describe Indonesia's response and handling as an ASEAN member state with a principle of non-intervention in addressing the Rohingya-Myanmar issue. It also describes Indonesia's policy in balancing national interests based on Indonesia's Free and Active Foreign Policy, in accordance with one of the provisions of Indonesia's 1945 Constitution, namely to realize a world order based on independence, eternal peace, and social justice. The method used in this study is qualitative, utilizing primary and secondary data sources. Data collection techniques include literature studies, and documentation. The researcher analyzed the data by triangulating the data. The results of this study indicate that Indonesia, as an ASEAN member state and a Muslim-majority country, tends to use peaceful instruments, namely diplomacy, propaganda, and economic instruments. However, Indonesia does not impose sanctions or economic pressure on Myanmar, but rather uses economic engagement as a gateway to initiate dialogue, prevent conflict escalation, and prevent Myanmar from isolating itself. Indonesia does not use intervention and weaponry, political roles, or influence, as these contradict the basic principles of ASEAN and are inconsistent with Indonesia's national interests, which prioritize stability and peace.
