Abstract
The amendment of the Indonesian Criminal Procedure Code through Law Number 20 of 2025 has introduced significant changes to the criminal investigation system in Indonesia by strengthening the position of the Indonesian National Police as the Principal Investigator. This reinforcement aims to create a more integrated criminal justice system; however, it also raises concerns regarding the potential centralization of authority and the reduction of the technical independence of Civil Servant Investigators (PPNS). This research examines the comparison of the position and authority of the Principal Investigator under the previous Criminal Procedure Code and Law Number 20 of 2025, the potential use of discretion, and the ideal model of supervision and coordination between the Principal Investigator and PPNS. This study employs a normative-empirical legal research method using statutory, conceptual, comparative, and empirical approaches. Data were collected through library research and interviews with an assistant investigator from the Narcotics Investigation Unit of the North Luwu Police Resort. The findings indicate that the strengthening of coordination functions under Law Number 20 of 2025 may enhance the integration of the investigation system, but also has the potential to create domination of authority by the Principal Investigator. This research proposes a hybrid coordination model that positions the Principal Investigator as an administrative coordinator and general supervisor while still maintaining the technical independence of PPNS in accordance with their respective fields of authority. The model is expected to create a more effective and proportional investigation system while upholding the principle of due process of law.
