Abstract
Irregular migration across the English Channel has increased significantly since 2018 and is unlikely to disappear in the near future. The methods used by migrants to carry out irregular migration were also previously difficult to predict because it never happened before this years. In response to the drastic increase in irregular migration, the United Kingdom and France decided to formulate a bilateral agreement known as the Sandhurst Treaty. The main objective of this agreement is to address irregular migration and strengthen bilateral relations between the two countries. This study aims to analyze and explain the implementation process of the Sandhurst Treaty in addressing irregular migration during the 2018–2025 period. This research employs a qualitative method with a descriptive-analytical approach. The data were obtained through a literature review comprising primary sources—such as state addresses, government statements, legal sources, and official reports—which were then supplemented by other sources, including journal articles and news reports.. The findings show that the implementation of the Sandhurst Treaty has been carried out through six main forms of cooperation: strengthening border security, asylum management, protection of unaccompanied minors, administrative coordination through liaison officers, cooperation with countries of origin and transit countries, and financial cooperation. This study concludes that the implementation of bilateral cooperation through the Sandhurst Treaty was based on shared positions and the exchange of interests between the United Kingdom and France. These processes involved communication, consultation, and negotiation, which ultimately resulted in a mutually agreed legal framework in the form of a bilateral treaty. The formulation of the Sandhurst Treaty also involved an element of policy coordination between the United Kingdom and France in addressing irregular migration.
