Abstract
This study aims to analyze and understand the narrative construction massively built by the United States government under Donald Trump’s administration in 2025 in designating Venezuela as a Narco-State to legitimate international intervention practices. The research method applied is a qualitative approach utilizing Norman Fairclough’s three-dimensional Critical Discourse Analysis (CDA) method, reinforced by the application of Barry Buzan’s securitization theory and J.L. Austin’s concept of speech acts through the analysis of text and social context. The objects of this study include official White House state documents, political speeches, and social media posts of high-ranking U.S. officials. The results indicate that the United States systematically and gradually constructed Nicolas Maduro’s regime not merely as a conventional authoritarian government, but as an existential narcoterrorism threat through its alleged links to the Cartel de Los Soles and the Tren de Aragua criminal gang. This study identifies the Security of the United States and Western Hemisphere as the referent object. Consequently, the perlocutionary effect of the narrative justifies the expansion of aggressive economic sanctions and legitimizes the option of international military intervention.
