Abstract
This study examines the role of Jacinda Ardern's leadership (2017–2023) in transforming gender pay gap policies in New Zealand. Despite early progressive milestones in gender equality, New Zealand experienced a prolonged stagnation in gender pay equity prior to 2017, characterized by structural inequalities, occupational segregation, and the systemic devaluation of female-dominated care work. Through a qualitative descriptive-analytic method utilizing document analysis and semi-structured interviews with the Ministry for Women, this research applies Sandra Harding's Feminist Standpoint Theory alongside the concept of Gender-Responsive Budgeting. By analyzing the formulation of the Equal Pay Amendment Act 2020 and the Wellbeing Budget 2019, the study investigates how Ardern's administration prioritized the lived experiences of marginalized women, particularly Māori and Pasifika, to challenge traditional, market-driven economic frameworks. The findings suggest that by redefining care work as socially necessary labor and shifting the national fiscal focus from gross domestic product to holistic well-being, Ardern's leadership successfully accelerated the reduction of the gender pay gap. This paper argues that integrating feminist epistemologies into executive state leadership is an essential catalyst for dismantling patriarchal policy structures and achieving equitable macroeconomic stability. In conclusion, the leadership of Jacinda Ardern successfully catalyzed a paradigm shift to address New Zealand’s structurally entrenched gender pay gap, a systemic inequality that had severely stagnated under preceding regimes.
