Abstract
The rapidly growing Fast Fashion industry within the Global Value Chain (GVC) framework has positioned China as the world's textile manufacturing hub, yet it has simultaneously generated a serious problem in the form of increasing cross-border textile waste flows to developing countries, including Indonesia. This study aims to analyze how Indonesia's position as a Periphery country in China's Fast Fashion GVC contributes to the flow of textile waste into Indonesia during the period 2023–2025. The study employs a qualitative method with a descriptive-analytical type and a single case study design. Data collection techniques were carried out through document study utilizing secondary data sources, complemented by in-depth interviews with an academic specializing in GVC studies. Data analysis was conducted through data reduction, data presentation, and conclusion drawing with source triangulation. The results show that Indonesia occupies a Periphery position in China's Fast Fashion GVC, characterized by the absence of control over high-value stages such as design and global distribution, its function as an end market due to the contraction of middle-class purchasing power, and structural barriers to upgrading. This position contributes to the flow of textile waste through three structural mechanisms operating simultaneously: massive production surplus from China's manufacturing system, formal and informal distribution networks that national regulations have failed to contain, and structural pull from the domestic consumption side. However, prevention efforts through used-clothing import bans still face structural failures in law enforcement, along with the growing thrifting trend that further reinforces consumption dependency on global production residue.
