Abstract
The 2021-2025 period was marked by the acceleration of Indonesia’s nickel downstreaming policy to support the global electric vehicle industry, while Indonesia simultaneously committed to achieving its Nationally Determined Contribution (NDC) targets under the Paris Agreement. This study aims to analyze the factors that have made Indonesia’s nickel mining policy an obstacle to achieving its NDC targets. Using a qualitative descriptive approach and literature-based research, the study applies the Green Paradox concept as its analytical framework. The findings show that the expansion of the nickel industry, which remains heavily dependent on coal-based energy, the absence of adequate decarbonization requirements, and inconsistencies between industrial and climate policies have contributed to rising emissions. Three main factors were identified: Regulatory incoherence, governance fragmentation, and weak climate governance instruments. These findings classify Indonesia’s nickel mining policy during 2021-2025 as a strong Green Paradox, as the environmental costs generated are not offset by effective mitigating mechanisms.
