Abstract

This study analyzes the determinants of Foreign Direct Investment (FDI) in Sumatra, Riau, and Kalimantan during the 2011–2025 period. Using the Eclectic Paradigm (OLI Theory) as the theoretical foundation, this research examines the influence of Provincial Minimum Wage (UMP), Open Unemployment Rate (TPT), Average Years of Schooling (RLS), and the interaction between UMP and RLS on FDI inflows. Panel data from eight provinces were analyzed using a Random Effect Model (REM) estimated with Feasible Generalized Least Squares (FGLS) to address heteroscedasticity. The empirical findings reveal that UMP and TPT have a positive and statistically significant effect on FDI, indicating that higher wages signal labor productivity and social stability, while a higher unemployment rate paradoxically reflects an abundant labor supply attractive to labor-intensive and resource-based sectors. Conversely, RLS shows a positive but insignificant effect, suggesting that the current education level has not yet reached the threshold required to significantly attract foreign investors. The interaction term UMP×RLS also shows a negative and insignificant effect, implying a substitutive rather than complementary relationship between wages and education at current levels. Simultaneously, all variables significantly influence FDI. However, the model's R-squared of only 27.33% indicates that substantial variation in FDI is explained by external factors beyond this model, such as infrastructure, political stability, and investment policies. These findings emphasize the necessity of enhancing labor productivity, improving vocational education, and strengthening regional infrastructure to boost investment attractiveness in these resource-rich regions.
