Abstract
Cross-border labor migration is a growing global phenomenon accompanied by various problems, particularly related to the protection of migrant workers' rights. Malaysia, as one of the main destination countries for Indonesian migrant workers (PMI), still records a high number of complaints, especially in the informal sector, despite bilateral cooperation with Indonesia This study aims to analyze the strategies and implementation of Indonesia–Malaysia cooperation in the protection of legal Indonesian migrant workers in Malaysia during the period 2020–2022, including during the COVID-19 pandemic until the enactment of the 2022 Memorandum of Understanding (MoU) and the implementation of the One Channel System. This study uses a descriptive qualitative method with data collection techniques through literature study and analysis of official documents, such as reports from the Ministry of Foreign Affairs, BP2MI, the Indonesian Embassy in Kuala Lumpur, and related bilateral agreements. The analysis framework uses international cooperation theory with a focus on bilateral cooperation. The results of the study show that Indonesia-Malaysia cooperation has been strengthened normatively through the renewal of the MoU and the single placement mechanism, as well as the increased role of protection diplomacy by Indonesian representatives in Malaysia. However, its implementation still faces obstacles in the form of weak law enforcement in the destination country, violations of agreements by labor users, and the prevalence of illegal migrant workers. This bilateral cooperation has contributed to strengthening the protection of migrant workers, but requires more consistent implementation commitments from both countries.
