Abstract

The limited public understanding of parliamentary functions remains one of the challenges faced by the House of Representatives of the Republic of Indonesia (DPR RI) in building relationships with the public. To address this issue, the Public Relations Division of DPR RI organizes the Parliamentary Education Program aimed at students, university students, and the general public. This study aims to analyze the communication strategy employed by the Public Relations Division of DPR RI in building public understanding of parliamentary functions through the Parliamentary Education Program. This research used a descriptive qualitative approach, with data collected through in-depth interviews, documentation, and literature review. The data were analyzed using Miles and Huberman model with the assistance of Nvivo 12 software trough coding, word frequency analysis, and node classification, and were subsequently interpreted based on Harold D. Lasswell’s communication model. The findings reveal that the Public Relations Division of DPR RI fosters public understanding trough the management of the communicator’s role, the development of educational messages, the utilization of various communication media, and the adaption of communication to the characteristics of the target audience. These strategies have contributed to improving public understanding of parliamentary functions, changing perceptions toward DPR RI, and creating new perspectives regarding the role of parliament within the democratic system. The findings indicate that the Parliamentary Education Program serves not only as a means of disseminating information but also as a form of political education that strengthens public understanding of parliamentary functions.
