Abstract
The Indonesia International Culture Festival (IICF) is an international cultural festival organized by Color of Indonesia since 2022, bringing together cultural delegations from various countries as a platform for cultural representation, cultural exchange, and cross-cultural interaction. The festival demonstrates the involvement of government institutions, artists, cultural communities, and international delegates in promoting Indonesian culture to the global community. This study employs a qualitative method with a case study approach, utilizing interview method and literature review. The analysis is based on Tulus Warsito’s (2007) concept of cultural diplomacy, Quinn’s (2005) concept of cultural festivals as instruments of cultural diplomacy, and an analytical framework consisting of cultural representation, cultural interaction, and the participation of state and non-state actors. This study aims to analyze how the Indonesia International Culture Festival (IICF) has been utilized as an instrument of Indonesia's cultural diplomacy by the Indonesian Government in promoting Indonesian culture to the international community during the 2022–2025 period. The findings indicate that the Indonesian Government utilizes the Indonesia International Culture Festival (IICF) as an instrument of cultural diplomacy by organizing an international cultural festival that represents Indonesia's cultural diversity, facilitates cultural interactions that foster people-to-people relations, and involves collaboration between government and non-state actors, thereby supporting Indonesia's efforts to promote its national culture, build a positive national image, and strengthen cultural relations with the international community.
