Abstract

The purpose of this study is to examine WALHI’s role in the INC Plastic Treaty during the 2024 period regarding the global plastic issue. A descriptive qualitative method was used. Data collection was conducted through interviews and a literature review. The researcher employed four stages of analysis: data collection, data reduction, data presentation, and drawing conclusions/verification. The results of this study reveal that WALHI effectively served as a civil society observer during the 2024 INC Plastic Treaty negotiations (INC-4 and INC-5.1), overcoming various obstacles such as restricted access to informal drafting sessions and contact groups. Operating within this complex geopolitical arena, WALHI leveraged its organizational autonomy to function as an independent institutional watchdog, exposing collaboration between fossil fuel and petrochemical lobbyists within official national delegations, including the Delegation of the Republic of Indonesia (DELRI).
