Abstract
This study analyzes Indonesia-Australia cooperation under the second phase of the Red Meat and Cattle Partnership (RMCP) from 2019 to 2024. The partnership responded to the gap between Indonesia’s beef production and requirements and to structural constraints in smallholder cattle farming. It employs a qualitative descriptive method using secondary data collected through a literature review of books, journals, government documents, official reports, and online sources. Analysis involved data reduction, display, and conclusion drawing, while William J. Long’s framework was used to examine trade, technology transfer, and technical assistance as bilateral economic incentives. The findings show that the RMCP was an institutionalized, multidimensional partnership involving state and non-state actors. Trade in feeder cattle and beef products supported supply and value-chain activities but remained vulnerable to the pandemic, price and exchange-rate fluctuations, logistical disruptions, and animal diseases. Technology transfer and technical assistance strengthened breeding, feeding, record-keeping, animal health and welfare, biosecurity, professional skills, and institutional capacity at project sites. Under Long’s framework, these forms generated reciprocal benefits and fostered domestic support. However, the RMCP was more effective in building capacity, institutions, and pilot models than in transforming national production. Although beef production increased during the research period, it remained considerably below the level required to meet national demand. Thus, the RMCP strengthened bilateral relations and the industry’s foundations but did not close the national supply gap; sustaining its outcomes requires program expansion, policy integration, and continued financing.
