Abstract
Indonesia has the highest level of linguistic diversity in Southeast Asia, resulting in persistent literacy and educational challenges due to the mismatch between learners' home languages and the language of instruction in schools. As a specialized center of SEAMEO, SEAMEO QITEP in Language (SEAQIL) is mandated to promote Mother Tongue-Based Multilingual Education (MTB-MLE) while relying entirely on financial support from Indonesia as its host country. This study examines SEAQIL's role as part of an intergovernmental organization in advancing MTB-MLE in Indonesia during the 2020–2025 period. Employing a descriptive qualitative approach, the study applies Clive Archer's (2001) framework on the three roles of international organizations: instrument, arena, and actor. Data were collected through interviews with representatives from SEAQIL, the Ministry of Primary and Secondary Education, and an academic field researcher, and were triangulated with SEAQIL's official documents and the SEA-MLE Roadmap. The findings reveal that SEAQIL's formal mandate does not operate automatically but is conditional upon the priorities of the host country. This pattern is reflected in fluctuations in program intensity throughout 2020–2025, corresponding to shifts in national policy priorities and growing engagement with external networks. While SEAQIL has successfully strengthened regional legitimacy and commitment through the SEA-MLE Roadmap, its contribution has yet to translate into systematic implementation at the local level, as evidenced by persistent teacher capacity gaps. This disparity between regional commitments and local realities highlights an important agenda for future research, particularly regarding the effectiveness of National Focal Points and the conditionality of other SEAMEO specialized centers.
