Abstract
This study explicates the policy strategies of the Chinese government in confronting Artificial Intelligence (AI) technology competition with the United States through the blueprint of the New Generation Artificial Intelligence Development Plan (AIDP) for the 2017–2025 period. This macro-level competition was triggered by the unipolar dominance of the United States, which raised national security concerns for China. Employing a qualitative approach, this study dissects the operationalization of the AIDP using Richard P. Suttmeier’s Techno-nationalism theory, which is operationalized into three strategic conceptual dimensions: indigenous innovation, state-driven funding & mobilization, and market protection & standard setting. Data collection was conducted through library research and an in-depth interview with Matt Sheehan, an expert on transpacific tech dynamics. The results indicate that the implementation of the three techno-nationalist dimensions within the AIDP successfully transformed the macro-global constellation of power from unipolarity toward systemic contestation manifested in a bipolar tech ecosystem. Through the mobilization of state funds and data protectionism via the Great Firewall, China succeeded in cultivating a domestic AI industry ecosystem valued at over RMB 900 billion. Despite facing intense pressure from United States semiconductor, China adapted responsively by accelerating indigenous innovation, which yielded genuine and cost-efficient algorithmic breakthroughs through the DeepSeek-R1 model. This strategy was further extended by projecting national digital standards to the Global South via the Digital Silk Road (DSR) corridor. Overall, the action-reaction dynamics within this tech war have driven the international order into two technological spheres while marking a global paradigm shift toward national technology security.
