Abstract

The Competency-Based Referral System (SRBK) is a policy within the National Health Insurance (JKN) program implemented to optimize referral services based on the competencies of health facilities. The success of the SRBK’s implementation is influenced not only by the readiness of health facilities but also by patients’ perceptions, which can affect their satisfaction with the services received. This study aims to analyze the relationship between the implementation of the SRBK and the satisfaction of BPJS Kesehatan patients at the Makasar Community Health Center in East Jakarta in 2026. The study uses a quantitative approach with a cross-sectional design. The study sample consisted of 110 respondents selected using purposive sampling. Data were collected via a questionnaire that had passed validity and reliability tests, then analyzed using Fisher’s Exact test with a 95% confidence level. The independent variables included referral procedures, clarity of information, healthcare facility competence, healthcare provider empathy, and facilities and infrastructure, while the dependent variable was patient satisfaction. The results of the study show that four variables related to the implementation of SRBK have a significant relationship with patient satisfaction, namely the referral procedure (p=0.005), clarity of information (p=0.001), competence of the health facility (p=0.001), and empathy of health workers (p=0.006), while one variable related to facilities and infrastructure (p=0.223) did not show a significant relationship. Therefore, the Makasar Community Health Center in East Jakarta is expected to continue optimizing the implementation of the SRBK to improve the satisfaction of BPJS Health patients.
