Abstract

The intensifying strategic rivalry between the United States and China in the Indo-Pacific region between 2019 and 2024 has placed pressure on the ability of the Association of Southeast Asian Nations (ASEAN) to maintain its neutral stance in regional security. In response, the organization formulated a shared outlook on the Indo-Pacific that emphasizes centrality, openness, and inclusive cooperation. This study uses a descriptive-analytical qualitative approach through ASEAN’s document study aiming to argue that ASEAN Centrality is recognized by US and China. By using a Constructivist perspective, this article find that ASEAN reinforces ASEAN Centrality by promoting an inclusive approach, and optimizing dialogue forums led by ASEAN. By using this kind of approach, ASEAN gains acceptance from a wide range of external partners, including both competing US and China. Nevertheless, its effectiveness remains constrained by its non-binding nature, differing interests among member states, and the strengthening of minilateral cooperation in the region. This study concludes that Contructivist framework contributes to maintain the region’s neutrality, although it has not yet fully overcome the structural pressure caused by the rivalry between the two major powers.
