Abstract

This study aims to analyze the influence of political institutional quality, represented by the Democracy Index, Political Corruption Index, and Government Effectiveness Index, on energy transition in the ASEAN-9 region, proxied through per capita renewable energy consumption. Using panel data from nine ASEAN countries over the period 2012–2023, this study estimates a panel data regression model employing a Fixed Effect Model corrected with Driscoll-Kraay standard errors. The estimation results reveal that the Democracy Index exerts a significant negative effect on per capita renewable energy consumption, and the Political Corruption Index exerts a significant positive effect. Meanwhile, the Government Effectiveness Index is found to have no significant effect on per capita renewable energy consumption. These findings collectively indicate that the relationship between political institutional quality and energy transition in the ASEAN region is more complex and not always linear, as conventionally assumed within institutional frameworks. This study contributes empirically to the political economy of environment literature, particularly by problematizing the assumed linear relationship between democratic institutional quality and the success of energy transition in developing country contexts.
