Abstract
This study aims to examine the impact of Gross Domestic Product (GDP), exchange rates, and budget deficits on Indonesia's external debt position, in both the short and long term. Utilizing annual time series data from 1990 to 2025, the analysis was conducted using the Vector Error Correction Model (VECM) approach with the assistance of EViews 13 software. The findings of this research indicate that in the long run, the GDP and budget deficit variables have a positive and significant impact on the increase in Indonesia's external debt. This indicates that an increase in economic capacity and a widening budget deficit consistently drive the government to increase external debt as a financing instrument. Conversely, the exchange rate is not proven to have a significant effect on external debt in the long run. Meanwhile, in the short-run analysis, all independent variables (GDP, exchange rate, and budget deficit) do not exert a significant influence on the movement of external debt. This study concludes that Indonesia's external debt is more responsive to long-term fiscal structural needs and economic capacity rather than short-term macroeconomic fluctuations.
