Abstract

IDENTIFICATION OF NON-PRIMARY ECONOMIC SECTORS IN THE PROVINCE OF EAST KALIMANTAN By Alinda Prasetya Wati Abstract The economic structure of East Kalimantan Province continues to be largely supported by the mining and quarrying sector. Nevertheless, non-primary sectors have experienced consistent growth over the years, highlighting the importance of accelerating economic diversification to reduce the province's reliance on extractive industries. Accordingly, this study seeks to identify prospective non-primary sectors and examine variations in sectoral potential across East Kalimantan. A quantitative descriptive approach was employed using secondary data on Gross Regional Domestic Product (GRDP) by economic sector obtained from the Central Statistics Agency (BPS) of East Kalimantan and Indonesia for the 2011–2024 period. The analytical framework combines several regional economic analysis techniques, including the Location Quotient (LQ), Dynamic Location Quotient (DLQ), Shift-Share analysis comprising National Share, Proportional Shift, Differential Shift, and Net Shift and Overlay analysis to synthesize the results from each method. Research findings indicate that no non-primary sector currently meets all the criteria to be classified as a leading sector. Nevertheless, seven sectors show development potential: manufacturing; utilities; wholesale and retail trade (including the repair of motor vehicles and motorcycles); real estate; and services. These sectors have the potential to drive East Kalimantan's economic transformation by enhancing competitiveness, strengthening downstream processing, expanding investment, and implementing development policies that foster a more diversified and sustainable economic structur. These sectors are expected to contribute significantly to East Kalimantan's economic transformation by enhancing regional competitiveness, encouraging industrial development, attracting investment, and supporting policies aimed at creating a more diversified and resilient economic structure.
