Abstract
Natural disasters constitute one of the major challenges to development in Indonesia due to their significant economic, social, and environmental impacts. Regional vulnerability is determined not only by disaster hazards but also by socio-economic conditions and adaptive capacity. This issue is closely aligned with the Sustainable Development Goals (SDGs), particularly Goal 15 (Life on Land) and Goal 10 (Reduced Inequalities). This study aims to identify the level of regional vulnerability to natural disasters across 34 provinces in Indonesia in 2024 using a descriptive quantitative approach and composite index analysis. The index was constructed through data normalization, indicator and dimension weighting, and aggregation based on three dimensions: Exposure, Sensitivity, and Adaptive Capacity. The results indicate that North Sumatra recorded the highest regional vulnerability index. West Java exhibited the highest level of Exposure, reflecting the greatest disaster exposure among all provinces. DKI Jakarta showed the highest Sensitivity, indicating greater potential socio-economic impacts when disasters occur. Meanwhile, East Nusa Tenggara had the lowest adaptive capacity, represented by the highest Adaptive Capacity index under the study's index construction.
