Abstract
This study aims to analyze the effectiveness of digital activism in promoting democratization through a case study of the Constitutional Court Decision Number 90/PUU-XXI/2023 concerning the eligibility requirements for Vice Presidential candidates and Constitutional Court Decision Number 70/PUU-XXII/2024 concerning the eligibility requirements for Regional Head candidates. The research employs a quantitative approach using public conversations collected from the X (formerly Twitter) platform through a data crawling process. The data were analyzed using Social Network Analysis (SNA) to examine the structure of digital communication networks and System Intelligence Analytics (SIA) to identify narrative patterns, sentiments, and dominant hashtags. The empirical findings were interpreted using Lukas Schlögl's Digital Activism Theory and Merlyna Lim's Hybrid Media Ecology Theory. The findings reveal that the two Constitutional Court decisions generated different patterns of digital activism. The discussion surrounding Decision Number 90/PUU-XXI/2023 was predominantly characterized by criticism of alleged political dynasty practices and concerns over constitutional democracy. However, the resulting mobilization remained largely confined to the digital sphere, limiting its influence on broader political change. In contrast, Decision Number 70/PUU-XXII/2024 stimulated a more integrated form of digital activism by connecting online discussions with mainstream media coverage, civil society engagement, and collective offline actions. This integration significantly enhanced political awareness, strengthened political transparency, expanded public participation, and generated stronger public pressure on the policy-making process. This study concludes that the effectiveness of digital activism in fostering democratization is determined not merely by the intensity of online discussions but also by its capacity to connect digital mobilization with social actors, mainstream media, and collective action beyond the digital sphere. Consequently, digital activism serves as an effective instrument of participatory democracy when online engagement is successfully transformed into tangible social and political change.
