Abstract
The procurement of government goods/services requires proper scheduling planning and control to ensure that all project activities are completed on time according to the fiscal year target. The problem encountered at PUSDATIN of the Ministry of Population and Family Development/BKKBN is that the procurement scheduling process is still conducted manually, resulting in delays in project completion and accumulation of activities at the end of the budget period. In addition, there is no system capable of determining measurable activity duration estimations and calculating the start and finish time limits of activities based on the project completion target. This study aims to develop a procurement activity mapping model using the PERT (Program Evaluation and Review Technique) method, implement the Backward Scheduling method to determine the Latest Start Date (LS), and design a web-based procurement scheduling system that can support monitoring and controlling procurement schedules at PUSDATIN BKKBN. The research method used is the Waterfall method, which consists of requirement analysis, system design, implementation, testing, maintenance, and documentation stages. The system was developed using React JS, TypeScript, Express JS, Tailwind CSS, and SQLite. The results of this study indicate that the system is capable of managing procurement data, managing activities and predecessors, calculating duration estimations using the PERT method, and performing Backward Scheduling calculations to generate Latest Start (LS) and Latest Finish (LF) values for each activity. The system is also able to display schedule visualizations in the form of a Gantt Chart and provide schedule monitoring features to help users identify potential delays in procurement activities. Based on the results of testing using the Black Box Testing method, all main system functions operated according to the specified requirements.
