Abstract
This research is motivated by the increasing complexity of conflicts and security dynamics in the Southeast Asian region in the 2020–2024 period, which requires ASEAN to strengthen efforts to maintain regional peace. The ASEAN Institute for Peace and Reconciliation (ASEAN-IPR) was established as a peace-supporting institution, but its role is often perceived as less prominent because it is not directly involved in the conflict mediation process. To understand this role, this study uses epistemic community theory, which emphasizes the importance of expert actor networks in producing, disseminating, and articulating knowledge as a basis for policy-making. Different from previous studies that tend to emphasize the institutional function of ASEAN-IPR in general, this study focuses on analyzing how ASEAN-IPR's mandate is carried out in maintaining regional peace through knowledge-based work. The research method used is descriptive qualitative with data collection techniques such as analysis of official ASEAN literature, interviews, reports on ASEAN-IPR activities, academic publications, and related policy documents. The results show that ASEAN-IPR carries out its role as an epistemic community through research, capacity building, the formation of expert networks, and the dissemination of knowledge related to peace and conflict prevention. The implementation of this mandate contributes to building a shared understanding and normative framework that supports peacekeeping efforts in the Southeast Asian region. Overall, this study confirms that the ASEAN-IPR's role in peacekeeping is realized through its epistemic function and strengthening of its knowledge base, rather than through direct intervention, in line with the character of ASEAN diplomacy.
