Abstract
Global climate change has encouraged countries to undertake an energy transition from fossil fuel based sources toward low-carbon energy in order to reduce greenhouse gas emissions. Vietnam, as a rapidly growing developing country, faces a significant increase in carbon emissions, particularly from the energy and electricity sectors that remain heavily dependent on coal. In response to this challenge, Vietnam has committed to achieving Net Zero Emissions (NZE) by 2050 and, since 2022, has engaged in international cooperation through the Just Energy Transition Partnership (JETP) with the International Partner Group (IPG). This study aims to analyze the form and dynamics of cooperation between Vietnam and the IPG in supporting the energy transition toward NZE 2050 during the period 2022-2025. The research employs a qualitative descriptive method, using interviews, literature review, and analysis of official documents and reports from international institutions as data collection techniques. The analytical framework is based on the concepts of international cooperation, energy transition, and net zero emissions. The findings indicate that the cooperation between Vietnam and the IPG under the JETP is manifested through financial support, technology transfer, policy strengthening, and institutional collaboration & coordination to accelerate renewable energy development and reduce dependence on coal. However, the implementation of this partnership faces challenges, including infrastructure limitations, continued reliance on fossil fuels, and suboptimal inter-institutional coordination. The Cooperation by JETP represents a strategic instrument for advancing a sustainable energy transition in Vietnam.
