Abstract

Virtual YouTuber (VTuber) is a profession that prioritizes anonymity by using 2D or 3D avatars in carrying out VTuber activities. The existence of anonymity makes VTubers vulnerable to the dissemination of information containing personal data without the consent of the subject of the personal data or what can be called doxxing. The impact of the doxxing crime can result in the emergence of cyberbullying, cyberstalking to attacks both physically and psychologically on the victim. This study uses a normative research method with a legislative approach and case studies that raise the cases of VTuber Crystal Rosaline Bell and VTuber Kureiji Ollie resulting in research results that show that protection for victims in this case is the subject behind the VTuber avatar violates Article 65 paragraph (1) in conjunction with Article 67 paragraph (1) of Law Number 27 of 2022 concerning Personal Data Protection and Article 65 paragraph (2) in conjunction with Article 67 paragraph (2) of Law Number 27 of 2022 concerning Personal Data Protection. Legal protection is also provided to victims through physical protection, legal protection, restitution, and rehabilitation assistance facilitated by the Witness and Victim Protection Agency (LPSK). All forms of legal protection provided under criminal regulations focus on restoring the property rights of victims who have been deprived of their rights due to the crime of doxxing.
