Abstract

Introduction The implementation of Electronic Medical Records (EMR) has become a national mandate under Permenkes No. 24 of 2022 to enhance healthcare efficiency; however, this digital transition presents critical challenges regarding patient privacy and data security. This study aims to analyze the implications of EMR implementation on data confidentiality and evaluate governance compliance at RSUD Moewardi . Methode This research employed a socio-legal (qualitative) approach, utilizing purposive sampling to select key informants from the Medical Records and Information Technology units, with data systematically analyzed using NVivo software. Results Findings indicate that the transition to EMR significantly strengthens data confidentiality through Role-Based Access Control (RBAC), a One Gate Policy, and a closed intranet system that isolates data from public access. Although the system generally aligns with regulatory standards, specific risks remain regarding super-admin access, which currently relies on personal integrity without distinct technical oversight. Discussion It is concluded that while EMR implementation has established a more integrated data protection ecosystem compared to conventional systems, strengthening periodic cybersecurity audits is essential to mitigate the risks of privileged access abuse.
