Abstract

This study analyzes China’s cyberspace policies in the development of digital infrastructure specifically submarine cables in the Indo‑Pacific region under Xi Jinping’s leadership. Employing a cyber‑realism theoretical framework alongside concepts of cybersecurity and policy, this qualitative study examines policy documents, government reports, and academic literature to reveal China’s strategic motives in realizing the Digital Silk Road (DSR). The findings indicate that China not only builds submarine cable networks to enhance economic connectivity but also secures critical data chokepoints and exports its standards of cyber sovereignty to partner countries. Despite numerous allegations of cyber threats associated with its submarine cable investments, China has sought to refute these accusations by enacting preventive policies and fostering cooperative arrangements for these cable‑laying projects. The study recommends that regional states strengthen their regulatory frameworks and deepen regional collaboration on submarine cable security to counterbalance China’s digital hegemony.
